   Eighteen years have passed since the terrible attack on American soil that killed almost 3,000 people. The horrific attack, now commonly referred to simply as "9-11", spurred reflection on how to prevent future attacks and how to improve responses to emergencies. Ironically, a local sheriff said one of those changes has worked to the detriment of some small-town agencies.
