   For small-town Buena Vista, the opening of a single grocery store last Wednesday was more than the opening of a single grocery store.
   The building of the 15,000 square foot "Eagle Foods" supermarket and the adjacent shopping plaza was a sign that people see the community as one worthy of investment. It also showed how the city and county governments can work together on significant projects. Finally, and most importantly for the day-to-day lives of local residents, it made it much easier to "shop locally".
   This was the first expansion in nine years for Dixie Discount-Cuthbert, which also owns stores in Cuthbert and Richland. Senior partner Barry Buchholz said companies are reluctant to invest in rural communities because they "tend to shrivel up and die". So, why did they decide to invest $2.7 million in Buena Vista?
