   The new Eagle Foods Supermarket & Shopping Plaza, which was built at a cost of around $2.7 million, has sat vacant for half a year waiting for the local government to get the sewer line extended to the site. While that project is expected to be completed in the near future, Dixie Discount-Cuthbert, which owns the business, has been losing money (an estimated $300,000 since November) and patience waiting for it to happen.
   That's been frustrating enough, but when they heard rumors that the Marion County Commission was considering imposing a user fee for the sewer line that it agreed to provide, the company's senior partner, Barry Buchholz, rode into town with a bur under his saddle.
